Then it moves them back and forth as needed between crimes and wanted-lowering tasks, cycling through all members and keeping wanted level between 1+(#members) and 5*(#members). Long story short, Bladeburner (BB) is a way to conquer a BN if your hacking can't get to 3000, and since it takes combat stats, gangs and BB make a good combo. For the "wanted management", I have a script that basically tries recruiting a new member and setting it to train hacking/combat. If you have access to Bladeburner (inside their BN, or already completed), you can join them once all your combat stats are at least 100.
If you want a better shortcut for BN 8 then finish BN 10 and resleeve. Makes it completely impractical to reach those high level augments. Reputation gain starts out higher, but hard caps at 5/second per member. Jobs of combat gangs require all stats, mostly combat and profit much from territory. First you become a member of just about any criminal faction, or Nitesec / Black Hand - those two are "hacking gangs". In a combat gang you are informed about territory requirements for gang member activities.
